Transdev Chief Operating Officer of VTMI in Lombard, Illinois

The Chief Operating Officer of VTMI provides strategic leadership for the VTMI Maintenance of Way and Construction business. This includes responsibility for management of the P & L, operations, projects, the bid process, maintaining strong client relationships, and a key focus on safety.
Develops the construction, repair and maintenance strategic planning and direction for VTMI; develops and manages project and department budgets.
Oversees all MOW construction activities through subordinates; ensures that work team has required skills and knowledge for book of business; ensures that projects have sufficient supplies, tools, and equipment to complete projects on time and within budget.
Leads business development activities to enable growth targets to be met.
Cooperates and coordinates with other public agencies to ensure appropriate scheduling and public information.
Ensures that all construction, repair, and maintenance activities comply with existing contracts.
Responds to escalated issues that will interfere with safety and/or the timely completion of projects within budget.
Understands labor market for rail construction; works with recruiting to source and hire appropriate staff and contractors for projects under management; applies creative strategies to obtain the right skills for the project at hand.
Ensures project compliance with corporate policies, procedures, safety regulations and operating rules; ensures workforce compliance with all relevant safety rules and procedures
Ensures that all completed projects are closed according to company policy and code requirements; presents project updates and completion summaries to leadership.
Maintains strong, strategic relationships with vendors for contractors, materials, and supplies.

Education, Licensing, and Certifications :
- Bachelor’s degree in Engineering, Construction Management, Transportation, or related field required.
Field and years of experience required: Five (5) or more years of relevant rail management experience/construction experience
Eight (8) or more years’ management/supervisory experience required
Skills and Knowledge Required:
Strong ability to deal with rail authorities and state and local government
Knowledge of federal and state employment laws
Ability to apply labor agreements and manage a unionized workforce
Ability manage costs and financial/budget experience managing multiple locations and projects
Knowledge of General Code of Operating Rules (GCOR)
Thorough knowledge of laws, ordinances and regulations underlying the transit operation
Ability to direct and oversee contracts and related subcontractors
Ability to read, interpret and apply documents such as safety rules, operating and maintenance instructions and procedure manuals.
Ability to read and interpret blue prints, schematics, and other mechanical diagrams
Working knowledge and proficiency with Microsoft Word, Excel and project management programs
Strong written and oral communication skills; excellent presentation skills; ability to influence people at all levels of the organization; strong negotiation skills
Ability to organize and perform work efficiently; strong attention to details
Ability to work effectively with labor; including labor grievances and negotiations
Must be able to work shifts or flexible work schedules as needed, including evening and weekend speaking and information gathering meetings
May be required to work and respond to emergencies at any time of the day or night in emergency situations
Some outside activity to visit construction sites
Work is primarily accomplished in an office or in a cubicle space equipped with a telephone and computer in air conditions or well ventilated facilities
