Performs full supervisory working level technical and skilled work in supervision of personnel engaged in the delivery of Streetcar services. Maintains day-to-day Streetcar vehicle operation schedules for M 1 Rail Detroit Streetcar by initiating and responding to radio calls to and from Streetcar operators and maintenance personnel. Advises and directs activities of Streetcar operators during daily operating assignments while in route. This is a safety sensitive position subject to the rules and regulations of the M 1 Rail/Transdev Federal Transit Administration (FTA) drug and alcohol policy. This position requires the use of independent judgment and the ability to work with limited supervision. Incumbent must apply discretion in performing the duties of the position and sensitive or confidential issues and materials.

Responsibilities

  • Responds to the changing needs of the M 1 Rail Detroit Streetcar regarding coverage of operations, such as emergency situations, Streetcar vehicle replacement and repair, re-routing of Streetcar vehicle, delays in service and detours.

  • Assists and schedules for appropriate shifts, routes, special runs, and services as necessary

  • Coordinates with internal departments and other entities regarding incidents, accidents, emergencies, road conditions, adverse weather, detours, and schedule changes.

  • Coordinates and directs extra service, special events and other projects as assigned.

  • Accurately records and maintains events and activities in appropriated systems.

  • Notifies appropriate upper level managerial personnel regarding operational problems; offers solutions and coordinates efforts for resolution

  • Takes every reasonable precaution given the circumstances to direct and ensure the protection of other employees, contractors, volunteers, patrons and members of the public. Identifies and informs personnel of hazards in the workplace.

  • Under the leadership of the M 1 Rail Detroit Streetcar Management Team, assists in determining and directing safe work methods. Follows all safety policies and procedures and reports health and safety concerns in a timely manner

  • Uses initiative and judgment to prioritize and handle sensitive and confidential requests and inquiries.

  • Will be required to occasionally Operate Streetcar in Revenue Service.

  • Guide and train other employees on proper procedures and protocol of the M 1 Rail Detroit Streetcar, showing best technique to accomplish tasks and providing technical assistance as needed.

  • Performs multiple tasks simultaneously, takes appropriate action when presented with a stressful (life/death) situation and remains calm under all circumstances.

  • Answers multiple telephone lines, handles all emergency calls within the M 1 rail Detroit Streetcar, contacts or transfers calls to appropriate agencies, handles other calls appropriately and updates call lists.

  • Directs and supervises field Streetcar vehicles status at all times to ensure safety of the employees performing activities, including working accidents, hazardous incidents, fire traffic control, pursuits, etc.

  • Communicates effectively and coherently over M 1 Rail Detroit Streetcar, law enforcement and police radio channels and telephones, initiates and responds to calls, initiates notifications for collisions or other emergency occurrences, notifies others as requested, such as other City of Detroit Departments, wreckers, cabs and utilities, when services are requested/required.

  • May be required to contact various utility companies to resolve or report problems, such as gas detection, power failures, tree falling, and may be required to make emergency contact with law enforcement for callers in distress.

  • Initiates collision reporting and participates in accident investigations when required.

  • Supervises and monitors to ensure Federal, state and Company Safety compliance with applicable rules and regulations by operators and take corrective disciplinary action as necessary

  • Perform other duties as assigned.

Independence of Action: Streetcar Supervisor sets overall program objectives.

Personnel Management Responsibility: Work includes leading, planning, scheduling, organizing, directing and reviewing activities of supervised personnel. Other personnel functions as they relate to the disciplinary process are also included in the work of this class. Supervises and evaluates work of personnel to ensure adherence to policies and procedures. Issues discipline, approves time off, early release, etc.

Working Relationships: Relationships are typically harmonious with fellow supervisory personnel, the client and the general public at all levels. Utilizes excellent judgment and discretion regarding assignment of tasks, counseling’s, discipline, and the dissemination of information important to company business and interests. Attends managerial meetings.

Qualifications

Education, Licensing, and Certifications :

  • High school diploma or GED.

  • Minimum of two (2) years' of customer service, transit supervision, or dispatcher experience

  • No more than three (3) moving violations in the past three (3) years

  • Valid State of Michigan Commercial Driver's License (CDL), Class B with P endorsement.

  • Current Department of Transportation (DOT) medical certification.

Experience :

  • Two to Four years’ of related work experience as a Transit Supervisor, or communications dispatcher required; preferably in a transit, transportation or logistics environment.

Knowledge, Skills, Abilities, and other Requirements:

  • Thorough knowledge of principles and practices of work execution within general area of assignment

  • Thorough knowledge of occupational hazards and safety precautions and procedures

  • Knowledge of the union contract (if applicable) and how to administer it in the direction of unit operators

  • Ability to motivate others while supervising their work

  • Dependability

  • Ability to demonstrate leadership ability and function effectively within a team-oriented work environment

  • Ability to maintain effective working relationships with fellow Managers and Supervisors

  • Thorough knowledge of the geography of the service area

  • Ability to communicate effectively both orally and in writing

  • Computer skills or aptitude for acquiring computer skills in word processing, spreadsheet, and database programs; know how to operate standard office equipment, two-way radios, fleet vehicles and other related shop equipment; familiarity with Maintenance Management Systems would be beneficial

  • Must be able to read and comprehend technical specifications and manuals

  • Must be able to work amid constant interruptions, prioritize and deal with time pressured deadlines and be able to clearly communicate during such occasions

  • Must be autonomous, self-directed and possess the ability to handle crisis and conflict situations

Pre-Employment Requirements:

  • Must submit and successfully pass drug testing, criminal background check and verification of previous employment

  • Must be able to pass a Department of Transportation (DOT) physical examination

Physical Requirements:

  • Must be able to pass periodical DOT physical examinations and random drug/alcohol screens as this is a safety sensitive position

  • Must be able to work shifts or flexible work schedules, including weekends as needed

  • This position requires the wearing of a uniform

  • Work is performed both indoors and outdoors in all types of conditions (e.g. weather, rain, dust, noise, heat, cold, etc.)

  • Job requires sitting, standing, bending, stooping, kneeling and walking throughout the shift

  • Must handle parts and equipment ranging from 10 to 50 lbs.
