Overview of Position:
The Operations Control Center (OCC) is responsible for Public Transit communications, vehicle fleet management, planning and directing bus operations, utilization of transit supervisors, spontaneous decision-making, Emergency and non-emergency incidents, answering phone calls, performing detailed data entry, and overall street management of Public Transit operations. The OCC maintains regional duties including Help Desk and support functions, with a complete working knowledge of the VMS OrbCAD, Motorola Radio System, Crystal Reports, AVL mapping and Hastus scheduling software. The OCC creates and implements all text/audio announcements for the regional fixed route transit system. OCC Staff must be knowledgeable of unionized work rules, transit contract parameters and be proficient with Microsoft Windows Applications. The OCC has daily contact with the Police, Fire, various other City departments and regional agencies.
Controllers are responsible for ensuring the safe, effective and responsible supervision of transit services to our customers using advanced communication equipment, in a high volume, fast paced and professional atmosphere in the downtown Phoenix area. Controllers are responsible for the direct supervision, prudent communication and support of; transit staff, with emphasis to safety, service, scheduling and detailed documentation. Goals are to ensure a high quality transit service to customers, while maintaining a safety-first environment and cost effective system. The OCC interfaces in a unionized and multi contract environment.
Communications require the use of the radio, phone and computers. OCC Controllers require professional oral and written communication skills, hearing, sight and mobility in a typical office setting. Actions taken are quick and effective, handling a variety of situations that occur on a daily basis, including routine and emergency situations. Controller duties involve a high level of stress and require maintaining composure, professionalism and courtesy. Controllers are responsible for making on-the-spot analyses and decisions within the realm of authority, transit policy, contract terms and labor agreements. Controllers work varied hours, days and shifts, and may fill in as necessary. Controllers will perform other OCC related duties as assigned.
Education, Licensing, and Certifications :
Prefer degree in Business Management or related field, and 3 years proven supervisory experience, or an acceptable combination of education and experience.
Candidate will have verifiable radio or emergency service communication or military communication experience. Candidates must demonstrate they are highly organized, detail oriented, make quick and effective decisions, ability to remain calm, professional, operate complex equipment & software in stressful situations, high customer service standards, an understanding of transit operations, exercise independent judgment and perform without direct supervision. Additionally a person with the ability to quickly gain a thorough understanding of routes, schedules, fare structures, policies, procedures, manuals, transit labor agreements and work in a team environment will be a desirable candidate. Candidates may be required to type a minimum of 40 words per minute, a proficiency of 80% or better in basic Outlook, Windows 2000. Excellent interpersonal, communication, and coordination skills are essential, including knowledge of the Metropolitan Phoenix area. Candidates must have the ability to work varied days, hours, shifts, locations, and handle diverse work responsibilities.
Controllers are responsible for quickly processing requests for information from differing sources and provide accurate information to assist all transit providers while maintaining service requirements. Candidates must have the capability to communicate both orally and written, in a concise and clear manner.
This position can require the operation of transit vehicles and or passenger vehicles; the candidate must maintain a valid Class B, Passenger endorsed, Arizona driver’s license, acceptable motor vehicle record, current DOT certification, pass pre-employment drug test and will be subject to random drug and alcohol testing.
